Assert a submitTx response refers to the ark transaction just submitted.
The returned arkTxid is what gets passed to finalizeTx and persisted by
callers, so a stale or misrouted response must be rejected before either
happens: it must equal the locally signed transaction's txid, and when the
response carries the counter-signed finalArkTx, that transaction's txid
must match too. Server signatures live in the witness and cannot
legitimately change either — with the same taproot-only caveat as
matchServerCheckpoints.
