checkpointTapscript decodes to a 4096s (8 * 512) CSV, sized for a chain
that mines ~30s blocks. DEFAULT_MIN_CHECKPOINT_EXIT_DELAY_SECONDS
rejects it, which left mutinynet unusable until the caller went and found
minCheckpointExitDelaySeconds and then this number.
