The hosted signet Arkade Service advertises 86016s (168 * 512): a 24h
setting rounded down to BIP-68's 512s granularity, since 86400 is not a
multiple of 512 and so cannot be encoded in a seconds-typed timelock at all.
That lands 384s under DEFAULT_MIN_CHECKPOINT_EXIT_DELAY_SECONDS and
is rejected by it, so signet needs its own floor for the same reason
mutinynet does.
